Who is eligibleProviders on the jurisdiction’s official VET, technical training or apprenticeship register, assessed for regulated postsecondary provision.
Assessment unitThe registered provider and approved training scope; material qualifications, sites, modes and subcontracted delivery must also pass.
Outside this standardUnregulated courses, informal training, hobby programmes and higher education provision assessed under LI-HE-STD-001.

3 · Retention and achievement

Learners must remain in training, complete on time and gain the intended qualification.

Benchmark rule

A positive measure must meet both its fixed floor and the matched 60th percentile. A negative measure must meet both its fixed ceiling and the matched 40th percentile.

Eight rules keep every decision consistent.

Regulated programmesA programme leading to a regulated profession is checked regardless of its enrolment share.
Matched benchmarkMatch jurisdiction, qualification level, study mode, delivery mode, broad field and provider type.
Small samplesUse the official confidence interval; otherwise pool 3 cycles to ≥ 60. Never estimate suppressed data.
No denominatorA value without its denominator cannot decide listing.
Campus and partner deliveryProvider-wide data cannot support a campus or partner claim unless the reporting scope matches.
No private correctionA correction changes a decision only when it points to a current public source.
Annual expiryEvery listing expires with its edition and is removed if any applicable requirement is no longer met.
